On June 11, 2008, the PSC Staff filed a motion for final order of rulemaking requesting that the PSC establish standards for billing and collecting the Relay Missouri surcharge and remitting those revenues. The rules were filed to clarify the existing billing, collecting, and remittance standards in response to HB 1779’s provisions that require interconnected VoIP providers to contribute to the Relay Fund. The Commission held a hearing on December 3, 2008 and filed the final version of 4 CSR 240-33.170 with the Joint Committee on Administrative Rules on January 15, 2009. The rules went into effect on April 30, 2009.
