TO-2009-0042 | Missouri Relay Surcharge

On August 11, 2008, the Commission Staff filed its recommendation to decrease the Missouri Relay Surcharge from $0.13 per month, per access line to $0.11 per month. Staff’s recommendation observed that reducing the surcharge would allow the current fund balance to be reduced to slightly below $3 million. The PSC issued an Order Establishing Case on August 21, 2008. AT&T intervened and requested that the PSC make any changes to the Relay Surcharge “effective not less than approximately 60 days from the date on which the order is issued, so that AT&T Missouri can timely provide advance bill messages to its customers and implement necessary billing system changes.” Staff recommended an effective date of 90 days from the issuance of the order. On June 18, 2009, the Commission discussed the Staff’s recommendation and tentatively agreed to issue an order reducing the Relay Surcharge from $0.13 per month, per access line to $0.11 per month.
